Will the conflict in Libya turn into a civil war?

Gaddafi is staying true to his promise- he will not surrender his position or Tripoli. With forces loyal to Gaddafi taking back Bin Jawad on Sunday, it appears the opposition forces will not get a straight run to the capital. So is this a civil war?
