Should gender be used to negotiate higher wages for women?

A parliamentary committee publishes a report tomorrow on the wage inequalities between men and women. Currently men earn on average 17% more than women. There is speculation the committee will recommend wage increases to female dominated industries to ensure parity with male dominated industries of comparable skill level.
