Resale rights for indigenous art

We charge royalties for music, but what about art? The Rudd Government has announced that 5% of all secondary sales should be directed to artists. This will impact all future sales of works over $1,000. It should help all struggling artists, but is especially relevant to indigenous artists, as thier works often experience exponential increases in value during their lifetime.
