This week’s nuclear security summit in Washington has raised hopes that the world can actually agree on ways to reduce the nuclear threat. President Obama has certainly managed to generate a great deal of goodwill between America Russia and China to take the next steps – that is banning weapons testing and the production of nuclear material. But in South Asia India and Pakistan remain bitter rivals in their own arms race.
