The United Nations Framework Convention on Climate Change consists of 196 signatories, who will come together to discuss the world’s climate future in a summit beginning on November 30 in Paris – known as COP 21. The legal implications of rising seawaters and coastal development in the face of climate change are a huge consideration. Governments need to act now to set planning rules for the future and manage increased demand for emergency services as severe weather events increase.
