An expanding and feisty set of cross-bench Senators make the budget a series of wide ranging negotiations for Tony Abbott. He has yet to speak with the Greens, but other Senators such as Nick Xenophon and Senator-elect Bob Day have had the call -however many budget measures including paid parental leave, higher education and of course medicare co-payments remain up in the air.
